Tom McGuire worked at UnitedHealth Group (UHG) from 1995 to 2020 in various legal, regulatory and compliance roles, many simultaneously. From 2008 on, he was Senior Deputy Counsel at UnitedHealthcare (UHC) and a member of UnitedHealth Group’s Executive Leadership Team, the small group of executives who oversaw UHG.

Most recently, he supervised UHC legal activities related to Emerging Technologies (Artificial Intelligence; Big Data; Blockchain); Digital Innovation; Consumer and Provider efforts focused on Net Promoter Scores; Provider Data Accuracy; Legal data and analytics, with a focus on defect remediation and generating actionable insights; Payment Integrity, including fraud, waste and abuse; Regulatory matters, including market conduct exams, Supervisory College, regulatory relationships and regulatory change management; and the “backroom” Operations activities of the HMO/insurer functions of UHC, such as claims, appeals, customer and provider care, broker and employer operations, fulfillment, reporting, work force management, and performance optimization. His organization practiced across UHC’s three lines of business: Commercial, Medicare and Medicaid.

Tom has also been on local nonprofit boards. He was twice awarded UnitedHealth Group’s Pro Bono Award. In 2012 the Connecticut Law Tribune named UHC the Best Law Department in Connecticut for Use of Technology based upon the Data Analytics unit in Tom’s department. The Connecticut Bar Foundation named him a Joseph W. Cooper Fellow in 2014.
